ASME Section VIII, Division 2, through Appendix 46.
Mandatory Appendix 46 of Division 1 allows a Division 1 vessel to use the rules of Division 2. PlutoHX uses them for flanged joints and for tubesheets.

In PlutoHX
A choice for flanges and for tubesheets.
Custom and standard flanges can follow Division 1, Mandatory Appendix 2, or Division 2, Part 4.16. Tubesheets can follow ASME Part UHX, or Division 2, Part 4.18.
The design itself stays a Division 1 design: the reference exchanger, for example, is designed to Division 1 with the Code stamp.
